How to cheat 2010 automated elections?

Cheating in the 2010 automated elections seems like a lucrative idea. Perhaps this is why as soon as a new law or system is introduced, the first thing that people try to do is to find ways to cheat it.

This kind of raises the question, are Filipinos culturally inclined to cheat?

When number coding was being introduced to reduce traffic, people tried to prevent its implementation and when that didn’t happen, people tried to cheat it by buying another car or getting a fake MMDA exemption.

When new taxes were imposed, people looked for ways to cheat it.

The automation of the 2010 elections wasn’t spared from this.  Almost immediately after the Amended Automated Election Law was signed, people either tried to stop its implementation or find ways to cheat in an election that was automated.

At around the moment that it became certain that the 2010 elections was going to be automated and just prior to the time that the contract for supplying the automated election system was awarded, several groups surfaced and claimed that the automated election system would result in automated electoral fraud.

The funny thing was, there was even a group that claimed that they could hack the automated election system and at that time, the Comelec hadn’t even decided on what kind of automated election system it would use.  It was a rather wild claim and oddly enough, there were columnists and commentators who believed that high tech fraud can be done.

So far, it seems, the automated electoral fraud and hacking conspiracy theorists have all but shut up.  But the coast isn’t clear yet.

There are now groups going around claiming that for a fee, they’ll help provide candidates with a secret winning edge come May 2010.  Presumably, they have some secret trick that candidates can use in order to win and despite the fact that it isn’t a high tech way to go about it, some of the techniques might be somewhat effective.

One group offered the sage advice that cheating in the 2010 polls will no longer be done wholesale but retail.  This means that cheating will be done at the precinct level rather than at the provincial or regional level.  Instead of dag-dag bawas cheating at a national scale, it will be tingi-tingi cheating for those who can afford it.

Here is a list of retail methods of electoral fraud.

DURING THE CASTING OF VOTES

1. Vote buying/selling

2. Padding of the Voters’ list and substitute voting

3. Pre-shading

4. Illiterate and handicap voters

5. Neutralization or negative vote buying

6. Ballot stuffing

7. Deployment of teams of flying voters

8. Disenfranchisement and shaving the voter’s list

9. Goyo-goyo or trickery

10. Fielding of nuisance candidates.

COUNTING

1. Ballot snatching

2. Deliberate error

3. Premature count

CANVASSING

1. Ghost precincts

2. Computer can be pre-loaded with prepared COCs and SOVs.

3.  A master password could be used to control the canvassing computers.

CHEATING TACTICS THAT CAN BE DONE AT ANY STAGE OF THE ELECTION PROCESS:

1. Delaying tactics

2. Terrorism

3. Buying the loyalty of the Poll Watcher or technician

4. Stealing of election paraphernalia

5. Power failure

6. Destruction of automated counting machines and computerized canvassing machines.

So, if you want to guard against these retail methods of electoral fraud in 2010, it is best to figure out how this will happen and implement countermeasures.

Martial Law

Maguindanao under Martial Law.

The so-called Freedom Constitution, crafted after the 1986 people power revolution and ratified in 1987, was designed to prevent a repeat of the abuse of executive power, as Ferdinand Marcos did in imposing martial law. The new Constitution did not eliminate the power to impose martial law despite the abuses of the dictatorship, because when properly wielded, this power can achieve certain objectives for the greater good.

When this matter tackles in the Congress - the martial law proclamation of President Arroyo, and if ever the Supreme Court is asked to rule on its constitutionality, members of the two branches of government must remember that they will be setting a precedent of all President for the use of one of the most potent powers of the executive.

The rebellion in Maguindanao was not actual but imminent, according to the government, which raises questions about the validity of the martial law proclamation. The alleged rebellion loomed after the massacre, and the indictment should simply be added, if warranted, to the cases of kidnapping and multiple murder against the Ampatuan family members who are accused of planning and implementing the massacre.

June 2009 PRC Nursing Board Exam Results - Top Ten (10)

The Professional Regulation Commission (PRC) announced last Saturday that a total of 32,617 out of 77,901 examinees passed the Nurse Licensure Examination. Golda Manto Yap, a graduate of the Felipe R. Verallo Memorial Foundation topped the exams, getting an average score of 86.80 percent.

Interestingly, a total of 50 examinees made it to the Top 10 ranking. Listed below are the top 2 to 10 of the June 2009 PRC Nursing Board Exam Results:

Although I am half-expecting it since he won as governor of Pampanga in the last election, I was still surprised that it really happened.

The House of Representatives failed to hold session for lack of quorum.

The House of Representatives yesterday (Monday) failed to hold session for lack of quorum.

The session was supposed to start at 4 p.m. but only few lawmakers were present on the floor. At least 132 members should be present to constitute a quorum.

When the roll call was finally called at 5:10 p.m., only 131 congressmen showed up, or two short of the required 133 members to constitute a quorum.

Reports have said that some 50 congressmen watched the Pacquiao vs Hatton fight in the United States; 25 were attending the Palarong Pambansa in Leyte; and 10 others were with President Gloria Macapagal-Arroyo for her Egypt trip.

The Russians sank a Hong Kong freighter last month, killing the seven Chinese seamen on board. We can live with that Lenin and Stalin were once the ideological mentors of all Chinese people. The Japanese planted a flag on Dioy Island. That’s no big problem we Hong Kong Chinese love Japanese cartoons, Hello Kitty, and shopping in Shinjuku, let alone our round-the-clock obsession with karaoke.

But hold on even the Filipinos? Manila has just claimed sovereignty over the scattered rocks in the South China Sea called the Spratly Islands, complete with a blatant threat from its congress to send gunboats to the South China Sea to defend the islands from China if necessary. This is beyond reproach. The reason: there are more than 130,000 Filipina maids working as $3,580-a-month cheap labor in Hong Kong. As a nation of servants, you don’t flex your muscles at your master, from whom you earn most of your bread and butter.

As a patriotic Chinese man, the news has made my blood boil. I summoned Louisa, my domestic assistant who holds a degree in international politics from the University of Manila, hung a map on the wall, and gave her a harsh lecture. I sternly warned her that if she wants her wages increased next year, she had better tell every one of her compatriots in Statue Square on Sunday that the entirety of the Spratly Islands belongs to China.

Grimly, I told her that if war breaks out between the Philippines and China, I would have to end her employment and send her straight home, because I would not risk the crime of treason for sponsoring an enemy of the state by paying her to wash my toilet and clean my windows 16 hours a day. With that money, she would pay taxes to her government, and they would fund a navy to invade our motherland and deeply hurt my feelings.

Oh yes. The government of the Philippines would certainly be wrong if they think we Chinese are prepared to swallow their insult and sit back and lose a Falkland Islands War in the Far East. They may have Barack Obama and the hawkish American military behind them, but we have a hostage in each of our homes in the Mid-Levels or higher. Some of my friends told me they have already declared a state of emergency at home. Their maids have been made to shout China, Madam/Sir loudly whenever they hear the word Spratly. They say the indoctrination is working as wonderfully as when we used to shout, Long live Chairman Mao! at the sight of a portrait of our Great Leader during the Cultural Revolution. Im not sure if thats going a bit too far, at least for the time being.

 

Mabait tayong mga Filipino at dahil sa kakulangan sa trabaho dito sa ating bansa, ang iba nating mga kababayan ay nangingibang bansa upang maghanap-buhay, nais ko lamang ipa-batid sa mga Hongkong National na hindi uusad ang inyong ekonomiya kung wala ang mga Filipina maids na umaagapay sa inyo!

Futang-inah mo Chip Tsao, wala kang kwentang writer!

1) Every street has a basketball court.
2)Even doctors, lawyers and engineers are unemployed
3) Doctors study to become nurses FOR employment abroad
4) Students pay more money than they will earn afterwards
5)School is considered the second home and the MALL considered the third
6) Call Center employees earn more money than teachers and nurses
7) Everyone has his personal ghost story and superstition
8) Mountains like MAKILING and BANAHAW are considered holy places
9) Everything can be forged
10) All kinds of animals are Edible
11) Starbucks Coffee is more expensive than gas
12)Driving 4 KMS can take as much as 4 hrs.
13) Flyovers bring you from the freeway to the side streets
14) Crossing the street involves running for your dear life
15) The personal computer is mainly used for games and friendster
16) Where Colonial mentality is dishonestly denied
17) Where 4 AM is not even considered bedtime yet
18) People can pay to defy the law.
19) Everything and everyone is spoofed

36) Traffic signs are merely suggestions, not regulations

39) The definition of traffic is the “non-movement” of vehicles
40) Where the fighter planes of the 1940’s are used for military engagements

42) Where cigarettes and alcohol are a necessity and where the Lottery is a commodity.
43) Where soap operas tell the realities of life and where the news are provides drama.
44) Where actors make the rules and where the politicians provide the entertainment.
45) People can get away with stealing TRILLIONS of Pesos but not a Thousand
46) Where being an hour late is still considered punctual
47) Where the squatters have more to complain (even if they do not pay their tax) than those employed and have their tax automatically deducted from their salaries.
48) And where everyone wants to leave the country.

Computer hacker named h4xor-nytmare had infiltrated database of Friendster.

Just yesterday, I haven’t noticed that my Friendster was already in jeopardy. Having 227 friends before now it’s already trimmed down to 12. the rest of my friends were lost in this shitty problem. What the hell happens to Friendster now?

Please be advised that Friendster has suffered a great damage on their site as a computer hacker named h4xor-nytmare had infiltrated their database.

Please do not log in your account(s) or add friends for the time being for the team is currently recovering the losses that were inflicted.
